Landfill Monitoring Oversight

On behalf of the host city, ECS performs oversight of the monitoring program for the landfill. ECS staff have been performing this function for over 15 years.  A Host Agreement between the City and landfill allows for third party oversight of the quarterly monitoring program (groundwater, surface water, leachate and secondary collection system). Oversight of the monitoring program provides the City with an understanding of how the landfill operations may affect residents and provides a basis for municipal staff to respond to resident requests for information.


Responsibilities include:

  • oversight of the monitoring program

  • communication with the landfill monitoring contractor, the landfill consultant, and the City

  • review and evaluation of technical reports/data

  • identification of concerns and,

  • communication with landfill representatives and MDEQ.


ECS then prepares reports summarizing the sampling events and results in layman’s terms.  Andrew Foerg attends City Council meetings to present the findings of summary reports and/or address related issues that arise.
